With 2 million employees in federal, state and local governments, this Policy would undoubtedly have consequences outside the public service of the Commonwealth; the law definitely affects their private, out-of-work understanding of political or political opinion. The judges have indicated a politically neutral and competent public servant must have a reflective and accountable administration.
